·       Agreed to continue membership in the Slate Belt Council of Governments.

·       Approved Resolution to proceed with the PA Small Water and Sewer Grants.

·       Directed Solicitor to amend the Borough’s Sewer Ordinance to reflect a $3.00 increase to the quarter base rate of $96.00 to $99.00, effective January 1, 2020. This increase was determined after a rate study conducted by the Borough’s Wastewater Engineers.

·       Agreed to upgrades to various Borough computers and park router.



            In the past month, the PWD did maintenance on equipment, Borough property and streets.

·       Maintained & repaired trucks, serviced leaf vac and windshield replaced on bobcat.

·       Daily maintenance and or cleaning of park properties and buildings.

·       Weekly lawn maintenance on Borough properties including fire station.

·       Steam cleaned and winterized stands at park.

·       Sanitized and winterized restrooms at park.

·       Stored golf features for winter.

·       Milled /Overlay 5’ X 39’ ft. patch on Nottle Ave., assisted by Wind Gap Borough.

·       Pot hole patrols.

·       Basin cleanings & storm washouts.

·       Heating oil incident on 10/21 clean up.

·       Meter checks and coin collection.

·       Holiday light prep.

·       Leaf collection.

·       Stockpiled 211 tons of road salt.

·       Cleaned rain gutters on Community Center.

·       Began demolition, brush cutting and tree trimming and removal at proposed dog park area.

·       Repaired and/or replaced various signs in Borough.

·       Leaf Collection-Will begin weather permitting on 10/28-11/22 and then resume on 12/2-12/13.



In the past month, the Zoning/Code Office completed 3 commercial re-sale property inspections, 12 residential re-sale property inspections, 8 rental property inspections, issued 3 building permits, 1 electrical permit and 2 sidewalk permits.   The office also processed 2 rental registrations and 8 zoning permits.  The Zoning Officer can be reached at 610-863-1821 or at

               In October the fire company answered 10 calls.  They spent 208-man hours on drills and 276-man hours on calls.  The dedication and open house of the new fire hall will be on Sat., Nov. 16th  from noon to

            Monthly, weekly and quarterly sampling was done, all are complying with regulations. Equipment, plant and pumping station maintenance was completed. Pumping Stations, EQ tanks cleaned. Installed new pressure regulator, influent flow meter annual calibration completed, and UV system cleaned and serviced.  Answered and marked 26 PA One Calls.

            It is the responsibility for all landlords to get property inspected prior to a new tenant moving into the property and to update the tenant registration form.  If you are in arrears with any Borough fees you will not get a Certificate of Occupancy (CO) to occupy the building. 



             If you are moving into, within or out of the Borough it is essential for you to come to the Borough Office and obtain a moving permit. The cost for the permit is $1.  This includes any individual moving in with a roommate or with a family member.  This permit is necessary for school enrollment and per capita taxes.  Upon obtaining a permit you will receive a welcome packet with important Borough information.  If you are moving out of the Borough, you must obtain a moving permit, or you will continue to be billed for the Per Capita Tax.



            Slate Belt Rising (SBR) is a neighborhood revitalization initiative designed to integrate and capitalize on the substantial assets of the individual Slate Belt communities. For more information check out


            Borough Newsletter- The Borough Newsletter is published each month following the Borough Council Meeting. Garbage/Recycling – Recycling will be on November 8th & 22nd and December 6th & 20th.  Garbage Pickup will be delayed to November 30th due to Thanksgiving Holiday and December 28th for the Christmas Holiday.  Garbage/recycling containers are to be placed on the resident’s property at the curb line and are not to be placed before 2 P.M. on the day before pickup.  WM’s community line is 1-888-373-2917 for any hauling or odor issues and concerns.  DEP hotline for odor concerns is 1-866-255-5158. Blue Mountain Community Library-The library will be closed on 11/27 (P.M. shift), Thanksgiving Day (A.M. & P.M. shifts), and 11/29 and 11/30 (A.M. shifts) du to renovations. Book Club: 11/19 Bean Town Girls by Jane Healey.  Book group meetings begin at 6:30 P.M.  Preschool Storytime every Wed., at 10:30 A.M. Christmas tree ornament fundraiser underway, for $5 donation, hang an ornament on their tree in honor of or in memory of a person or pet.  The public is invited to the next board meeting, scheduled for 11/20 at 6:30 P.M.
