Tuesday 29th of May 2018 - Borough Council Special Meeting

 

            Pen Argyl Borough Council held a Special Meeting on Tuesday, May 29, 2018 at 7:00 P.M.

in Council Chambers.

 

The Special Meeting was held for Council to discuss and potentially adopt Ordinance #698 to increase the indebtedness of the Borough for the construction of a Fire Station and for general purposes.

Pledge of Allegiance:  

            Council President Joseph LeDonne opened the Council Meeting with the Pledge of Allegiance.

 

Roll Call:       

             The following Council Members were present and responded to roll call: Joseph LeDonne, Michael Nasatka Jr., Janell Connolly, Josephine Hildabrant, Robert O’Donnell, Tammy Kemp.  Council Members Roberta Cowley and Charles Kandl Jr. were absent.

 

            Also present were Mayor Mikal Sabatine, Borough Solicitor Peter Layman and Borough Manager Robin Zmoda.

 

Visitors:

            None

 

Ordinance # 698

            Chris Gibbons of Concord Public Finance presented Council with a summary of bank financing proposals for the proposed issuance of General Obligation Note, Series of 2018 in the amount of $2,221,000.00 for the construction of a fire station.  The top three (3) proposals came from Peoples Security Bank, ESSA Bank & Trust and Merchants Bank.   Councilman Robert O’Donnell made a motion to enact Ordinance #698 and incur debt with ESSA Bank & Trust for the construction of Lookout Fire Station in the amount of $2,221,000.00, seconded by Councilwoman Tammy Kemp.  Unanimous vote by roll call.

 

Executive Session:    

            Councilwoman Janell Connolly made a motion to go into Executive Session to discuss personnel issues, seconded by Councilwoman Josephine Hildabrant.  Unanimous by voice vote.  Council went into Executive Session at 7:13 P.M. and reconvened at 7:40 P.M. 

           

Holiday Pay Grievance:

            Councilman Robert O’Donnell made a motion to deny the appeal by Dean Kemp of Borough Manager Robin Zmoda’s decision of May 15, 2018 to deny his grievance #159 regarding Article 10 of the 2017-2019 Teamsters Agreement concerning holiday pay and holiday premium pay, seconded by Councilwoman Janell Connolly.  Council Members LeDonne, Connolly, Nasatka Jr., Hildabrant and O’Donnell voted yes.  Councilwoman Tammy Kemp abstained due to financial conflict.  There being five (5) yes votes and one (1) abstained vote, the motion passes.   Please note: Councilwoman Tammy Kemp and Borough Manager Robin Zmoda were not present during discussion of this matter in Executive Session.

 

Wastewater Treatment Plant Laborer:

            Councilman Robert O’Donnell made a motion to hire David Mondello as wastewater treatment plant operator contingent upon proof of high school diploma or equivalent, completing and passing pre- employment screening and his agreement to obtain a wastewater treatment plant operator’s license within two (2) years, seconded by Councilwoman Josephine Hildabrant.  Unanimous vote by roll call.

 

Adjournment:

            Councilwoman Tammy Kemp made a motion to adjourn, seconded by Councilman Robert O’Donnell. Unanimous by voice vote.  Council adjourned at 7:44 P.M
