Tuesday 30th of November 2021 - 11/30/2021 Tentative Budget Adoption

            Pen Argyl Borough Council held a Special Council Meeting on Tuesday, November 30, 2021 at 7:00 P. M. in the lookout Fire Company Building

 

Pledge of Allegiance:

            Council President Joseph LeDonne opened the Council Meeting with the Pledge of Allegiance.

 

Roll Call:         

            Council Members present and responding to roll call were Joseph LeDonne, Tammy Kemp, Scott Brumbaugh, Janell Connolly, Stephanie Cooper, Josephine Hildabrant, Charles Kandl Jr. and John Apgar.

 

Also present were Mayor Stephen Male and Borough Manager Robin Zmoda

Discussion and Tentative Adoption of Year 2022 Budget:    

General Fund - $2,185,850.00 - 13.00 Mills (No increase)

Sewer Fund - $1,617,300.00

Garbage Fund - $468,864.00

State Fund - $272,622.00

Reserve Fund - $3,487,533.00

 

Tax Structure

Real Estate Tax Millage - 13.00 Mills

Per Capita - $ 5.00

Local Services Tax (LST) - $52.00

Real Estate Transfer Tax - 1% - Shared Equally with School District

Earned Income Tax - 1% - Shared Equally with School District

Sewer Rental Fee - $102.00 Minimum Quarterly Charge per Unit/10,000 Gallons

$13.50 per Thousand Gallon over 10,000 Gallons

 

Garbage Fee - Garbage Fee Waived for year 2022

 

The Borough's Assessment Valuation for 2022, is $66,969,800*:  2021 was 67,093,100; 2020 was $67,029,500; 2019 was $67,113,200; 2018 was $67,092,500; 2017 was $67,572,400 and 2016 was $67,524,800.  One (1) Mill equals $66,968.80 less 6% uncollectible, collectible amount is $62,950.67.

 

Prior years Millage was 13 Mills for 2021 and 2020: year 2019 was 12 Mills; years 2017 and 2018 was 11 Mills.

 

*Special Note:  Decrease in valuation, due to properties appealing their assessment.

Discussion and Tentative Adoption of Year 2021 Budget con't:

 

Councilman Charles Kandl Jr. made a motion to adopt the Tentative Year 2022 Budget, seconded by Councilwoman Janell Connolly. Voting in favor of the motion were Council Members Joseph LeDonne, Scott Brumbaugh, Janell Connolly, Charles Kandl Jr. and Stephanie Cooper voting against were Council Members John Apgar, Tammy Kemp and Josephine Hildabrant.  There being five (5) yes votes and three (3) no votes, the motion carried. 

 

Councilman Charles Kandl Jr. made a motion to adopt the Tax Structure for year 2022 with a 13 mill Real Estate Tax, seconded by Councilwoman Tammy Kemp. Unanimous by roll call vote.   

 

Millage Ordinance and to Suspend Residential Garbage Charges:  

            Councilwoman Tammy Kemp made a motion to authorize Borough Solicitor Layman

to prepare a resolution for the 13.00 Tax Millage and to prepare and advertise the necessary ordinance to suspend the residential garbage charges under Section 60-4D for the calendar year of 2022 for adoption at the Council Meeting of Wednesday, December 15, 2021, seconded by Councilman Scott Brumbaugh.   Unanimous by roll call vote. 

 

Buy back of two (2) weeks unused vacation:

Councilman Charles Kandl Jr.  made a motion to buy back two (2) unused weeks’ vacation for management employees, seconded by Councilwoman Janell Connolly.  Voting in favor of the motion were Council Members Joseph LeDonne, Scott Brumbaugh, Janell Connolly, Charles Kandl Jr. Josephine Hildabrant and Stephanie Cooper, voting against were Council Members John Apgar and Tammy Kemp.   There being

six (6) yes votes and two (2) no votes, the motion carried. 

 

Sanitation, Solid Waste & Recycling:

Councilman Scott Brumbaugh made a motion for Borough Solicitor Peter Layman to amend the Sewer Ordinance to reflect a $3.00 rate increase to the quarter base rate of $99.00 to $102.00, as determined by a rate study conducted by the Borough’s Wastewater Engineers, effective January 1, 2022, seconded by Councilwoman Tammy Kemp.  The motion passed unanimous by roll call.

 

Councilman Charles Kandl Jr. made a motion to increase the compensation of the Pen Argyl Municipal Authority Director’s fee, from $45.00 per meeting to $55.00 per meeting, as requested by correspondence of May 4, 2021, seconded by Councilwoman Janell Connolly. Voting for the motion were Council Members Charles Kandl Jr. and Janell Connolly, voting against were Council Members Joseph LeDonne, Scott Brumbaugh, Tammy Kemp, Josephine Hildabrant and Stephanie Cooper.  The motion did not carry.

 

Councilman Scott Brumbaugh made a motion to approve the SEI, Inc.  service proposal for the troubleshooting the centrifuge in the amount of $5,550.00, seconded by Councilman John Apgar.  The motion passed unanimous by roll call.


Adjournment:            

            Councilwoman Tammy Kemp made a motion to adjourn, seconded by Councilwoman Josephine Hildabrant. Unanimous by voice vote.  Council Meeting adjourned at 7:20 P.M.
