Tuesday 25th of August 2020 - Special Council Meeting

            Pen Argyl Borough Council held a Special Council Meeting on Tuesday, August 25, 2020 at 7:00 P.M. in Weona Park Community Center.

 

            The Special Meeting was held for the purpose of Council to review and take possible action on Ordinance Number 709 to permit left turns on Walter Avenue at the intersection of Laurel Avenue and to prohibit right turns between 6:00 A.M. and 8:00 A.M. from Walter Avenue at the intersection of Laurel Avenue, and to discuss any other business that may come before Council.

 

Pledge of Allegiance:                                                                                    

Council President Joseph LeDonne opened the Council Meeting at 7:00 P.M. with the Pledge of Allegiance.

 

Roll Call:                                                                                                                               

Council Members present and responding to roll call were:  Joseph LeDonne, Tammy Kemp, Charles Kandl Jr., Roberta Cowley, Janell Connolly and John Apgar. Council Members Scott Brumbaugh and Josephine Hildabrant were absent.

 

            Also present were Borough Manager Robin Zmoda and Borough Solicitor Peter Layman.

 

Visitors:

Jason Oakley, Assistant Principal, Pen Argyl High School, had sent a video to Council of a proposed traffic pattern for the 2020-2021 school year. Also present to discuss was Interim Chief Jonathon Hoadley, Slate Belt Regional Police Department.  Mr. Oakley and Chief Hoadley support Ordinance Number 709, for the safety of the students, faculty and parents.  Further discussions should be held to ensure a more complete plan in the future.

 

Ordinance Number 709:                                                                    

Councilman Charles Kandl Jr.  made a motion to adopt Ordinance Number 709 as presented, seconded by Councilwoman Tammy Kemp.  Unanimous vote by roll call.

 

Public Works:

            Councilwoman Roberta Cowley made a motion for Public Works Director Steven Bender to post the 2001 Ford 250 pickup truck on Municibid, seconded by Councilwoman Tammy Kemp. Unanimous vote by roll call.

 

Police:

            Council was presented with the revised Slate Belt Regional Police Charter Agreement for review.  Councilwoman Roberta Cowley made a motion to approve the Agreement as revised, seconded by Councilwoman Tammy Kemp.  Unanimous vote by roll call.

 

Sanitation, Solid Waste & Recycling:

            Borough Council had received three (3) Qualifications packets for potential consulting engineers for the Wastewater Treatment Plant.  After review and discussion Councilman Charles Kandl Jr. made a motion to appoint Maser Consulting, Inc., 941 Marcon Boulevard, Suite 801, Allentown, PA 18109, with Ronald Madison as point person as the Wastewater Treatment Plant’s engineer of record, seconded by Councilwoman Tammy Kemp.  Unanimous vote by roll call.

 

Manager:

            Borough Manager Robin Zmoda announced the Borough was awarded a 2020 Grow NORCO Grant in the amount of $10,350.00 to facilitate live streaming of meetings from Borough Chambers and recommended Borough Council accept the statement of work contract from Snyder Technologies.  Councilman Charles Kandl Jr. made a motion to accept the statement of work contract from Snyder Technologies in the amount of $10,350.00 to provide for livestreaming of Council Meetings, seconded by Councilwoman Tammy Kemp.  Unanimous vote by roll call.

 

Adjournment:

            Councilwoman Tammy Kemp made a motion to adjourn, seconded by Councilwoman Roberta Cowley.  Unanimous by voice vote.  Council adjourned at 7:35 P.M
