Pen Argyl Borough Council held a Special Meeting on Tuesday, September 27, 2016 at 7:00 P.M. in Council Chambers.
The Special Meeting was held for the purpose of Council to review and take possible action regarding the hiring of a Public Works Department Laborer and for other general business purposes.
Pledge of Allegiance:
Council President Michael Nasatka opened the Council Meeting with the Pledge of Allegiance.
The following Council members were present and responded to roll call: Michael Nasatka, Charles Kandl Jr., Joseph LeDonne, Dean Minnich, Roberta Cowley and Angelo Uliana. Councilmen Jan Surotchak and Robert O’Donnell were absent.
Also present were Borough Solicitor Peter Layman and Borough Manager Robin Zmoda.
Councilman Dean Minnich made a motion to hire Mark F. Davis for the laborer position for the Public Works Department as per Public Works Director Steven Bender’s recommendation, seconded by Councilman Angelo Uliana. Unanimous vote by roll call.
Councilman Charles Kandl Jr., made a motion to hire Michael Correll to complete repairs to a sidewalk damaged on W. Plainfield Avenue during the street repair project in the amount of two thousand, three hundred and fifty dollars ($2,350.00), seconded by Councilman Dean Minnich. Unanimous vote by roll call.
Councilman Angelo Uliana made a motion to approve the Minutes for the Regular Council Meeting of Tuesday, September 6, 2016, seconded by Councilman Joseph LeDonne. Unanimous vote by roll call.
Councilwoman Roberta Cowley made a motion to place an advertisement in the 2016 Pen Argyl High School Year Book in the amount of twenty-five dollars ($25.00), seconded by Councilman Joseph LeDonne. Unanimous vote by roll call.
Councilman Dean Minnich made a motion to approve the request of Pen Argyl High School to hold their annual pep rally and bonfire at Weona Park, the High School would need to lease the Park from Friday, October 21, 2016 through Friday October 28, 2016, seconded by Councilwoman Roberta Cowley. Unanimous vote by roll call. The High School will need to sign a lease, provide security and insurance documents.
Sanitation, Solid Waste & Recycling:
Councilman Dean Minnich made a motion to approve the Engines, Inc. proposal to replace the generator’s engine, and fan assembly in the West End’s pumping station with new ones and to assemble the unit and test in shop on load bank then deliver and test at site, in the amount of twenty-nine thousand, one hundred dollars ($29,100.00) seconded by Councilman Charles Kandl Jr. Unanimous vote by roll call.
The generator malfunctioned and required a repair and an emergency rental generator. The repair and rental will be covered by the Borough’s insurance minus the one thousand dollar ($1,000.00) deductible.
Trick or Treat:
Councilman Dean Minnich made a motion to set Trick or Treat for Sunday, October 30, 2016 between the hours of 3 P.M. to 5 P.M., seconded by Councilman Angelo Uliana. . Unanimous vote by roll call.
Councilman Dean Minnich made a motion to go into Executive Session to discuss personnel, real estate and litigation issues, seconded by Councilwoman Roberta Cowley. Unanimous vote by roll call.
Council went into Executive Session at 7:12 P. M. and reconvened at 7:43 P. M.
Councilwoman Roberta Cowley made a motion to adjourn, seconded by Councilman Dean Minnich. Unanimous by voice vote. Council adjourned at 7:44 P.M
